How to Fix Missing Shipping Information in Google Merchant Center

Why Merchant Center says shipping is missing, and how to set shipping correctly at account or product level.

In many countries, including the US, Google requires shipping information before products can show. Missing shipping is often an account-setup gap rather than a product problem, which is why it can affect every product at once.

This guide covers where shipping is required, how account-level settings and the item-level shipping attribute interact, and the less obvious cause: a shipping currency that doesn’t match the product price.

Short answer: Google requires shipping settings or the shipping attribute for products targeting countries such as the US, Canada, the UK, Australia, Germany and the Netherlands. Add a shipping policy for each target country under Shipping and returns, or submit shipping in your product data. Make sure the shipping currency matches the product price currency, or items may be disapproved.

Key Takeaways

  • Shipping is required in many countries, including the US, Canada, the UK, Australia, Germany and the Netherlands.
  • Set shipping for the destination country you ship to, not your origin country.
  • Item-level shipping overrides account settings for that location; keep them consistent.
  • Shipping costs must use the same currency as the product price for that country.
  • Apps and APIs can overwrite manual Merchant Center edits.

What the missing shipping issue means

Google’s free listings documentation says shipping settings or the shipping attribute are required in a list of countries that includes Australia, Canada, Germany, the Netherlands, the UK and the US, plus many EU countries, Brazil, India, Japan, New Zealand and South Korea. Products targeting those countries without shipping information can be disapproved.

The issue usually means one of three things: no shipping policy exists for a target country, a shipping policy exists but doesn’t apply to the affected products, or the policy’s currency doesn’t match the product’s price currency.

Common causes

  1. No shipping policy for a target country. Common after adding a new country to a data source.
  2. Policy set for the wrong country. Shipping policies apply to the destination you ship to, not where you ship from.
  3. Label-based policy only. A policy limited to products with a shipping_label, with no policy for all products.
  4. Currency mismatch. Shipping costs in one currency, product prices in another.
  5. Platform sync gaps. Shipping rates from a Shopify third-party rate app can’t be imported and must be set manually.
  6. Overwritten edits. An app or API update replaced shipping set manually in Merchant Center.

Account-level vs item-level shipping

There are two ways to provide shipping, described in Google’s shipping settings article.

Account-level shipping policiesItem-level shipping attribute
WhereMerchant Center: Shipping and returns > Shipping policiesYour product data (feed, app or API)
Best forMost stores with consistent ratesProducts with costs that don’t fit account rules
PrecedenceDefault for matching productsOverrides account settings for that location
EffortSet once per countryMust be maintained per product

Google says to keep the two consistent. If you use both, item-level values win for that location, which can hide a mistake in either.

If several shipping options exist for the same country, Google shows the lowest cost, and if costs tie, the fastest speed.

How to fix missing shipping with an account policy

For full configuration detail, see how to configure shipping settings. The short version from Google’s documentation:

  1. If you need different rates for some products, add shipping_label to those products first. Add shipping_weight and dimensions if you’ll use carrier rates.
  2. In Merchant Center, go to Shipping and returns > Shipping policies > Add shipping policy.
  3. Choose the countries you ship to (destinations). You can have up to 20 shipping policies per country.
  4. Choose All products, or Specific products using shipping labels. A specific-products policy requires an all-products policy to exist already.
  5. Set shipping speed: Google-determined by carrier (US only), or manual cut-off time, time zone, handling time and transit time.
  6. Set costs in the same currency as the product prices for that country.
  7. Save, then check Needs attention for the affected products.

Cost types you can use

Google supports free shipping, free over an order amount, flat rate, carrier-calculated (Australia, Germany, UK and US; needs weight and dimensions), price-based, weight-based, destination or region based, quantity-based and an advanced cost table that combines dimensions such as weight and price. You can also set order value conditions such as no shipping below a minimum.

Shipping costs should be as close as possible to what your website charges. Google says to overestimate if you can’t match closely, rather than underestimate.

Fixing the currency mismatch disapproval

Google states that items may be disapproved if no shipping service matches both the product’s currency and target country. This catches stores that sell in several countries or currencies.

  1. Check the currency of the price on the affected products.
  2. Check the currency of each shipping policy that covers the target country.
  3. Add or edit a policy so at least one shipping service for that country uses the product’s currency.

If you target several countries, remember that multi-country shipping settings don’t by themselves change which countries a product targets. Targeting is set in the data source or through the shipping attribute. See how to handle multiple countries and currencies.

Using the shipping attribute in your data

If account policies don’t fit some products, submit the shipping attribute with a price for each country. This overrides account settings for that location.

Practitioner tip: if you only need different rates for a group of products, a shipping_label with a label-based account policy is easier to maintain than per-product shipping values.

Shopify and WooCommerce notes

  • Google says API and third-party updates (for example from Shopify) may overwrite manual Merchant Center edits. Decide where shipping is managed and keep it there.
  • If your Shopify store uses a third-party shipping-rate app, Google says those rates can’t be imported. Set them up manually in Merchant Center.
  • In WooCommerce, check what the Google for WooCommerce extension sends for shipping and whether your shipping zones cover every target country. See WooCommerce feed errors.
  • For Shopify sync problems more broadly, see Shopify troubleshooting.

Google also notes that shipping and return policies can be set up in Search Console.

Preventing shipping issues

  • Add a shipping policy before you add a new target country.
  • Keep one all-products policy per country, then add label-based exceptions.
  • Recheck shipping after changing rates, carriers or apps on your store.
  • Keep shipping on your website, in Merchant Center and in structured data consistent.
  • List your target countries and currencies in one place, and check each has a matching policy.

When to get help

Shipping issues across many countries, currencies or platforms can be tedious to untangle. Our disapproval service and Merchant Center service cover shipping setup and fixes. For other disapproval types, start with the disapprovals guide.
